Gatewav Business Center - Arden Hills, MN

EAW

September 2001

recommended to verify if polynuclear aromatic hydrocarbons are present III the
subsurface of the property. .

During the Phase II EA, completed in May 2001, no eoncentrations of organic vapors
were detected in the soil samples, except for a very low detection of 1.5 ppm in the 2-4
foot soil sample, Diese] range organics at a concentration of 320 parts per billion was
found in a groundwater sample, No polynuelear aromatic hydrocarbons were deteeted in
the groundwater samples, The results of the analysis revealed the following:
. Low concentrations of diesel range organics and polynuclear aromatic hydrocarbons
contaminated soil exists within the fill soils and was noted within the surficial
groundwater,
. Since diesel range organics were noted by the laboratory as atypical of petroleum
products, it is likely their coneentrations are due to the existenee of polynuclear
aromatic hydrocarbons eontaminants,
. The polynuclear aromatic hydrocarbons concentrations noted within the fill soils are
considered low and are below MPCA established Tier 2 (industrial) Soil Reference
Values,
. Since polynuclear aromatic hydrocarbons concentrations were not detected within the
groundwater of all three test borings, the polynuclear aromatic hydrocarbons noted in
the fill soils do not appear to be leaching,

According to the Minnesota Pollution Control Agency (MPCA) (see Appendix C) no
environmentally contaminated sites, such as hazardous waste generators or
under/aboveground storage tank installations, leaking under/aboveground storage tanks .
or spills of hazardous substances and or petroleum products have occurred or exist within
the project boundaries,

Inactive leaking underground storage tank (LUST) sites on or near the project site, within
approximately one-eighth mile and not separated by a freeway (see Figure I in Appendix
C),:
. Minneapolis Hide & Tallow (2540) 6]9 14th St. NE closed 4/1/1991
. The Menge]koch Co. (5655) 119 14th St. NE closed 8120/1993

V o]untary Investigation Clean-up Site (VIC) on or near the project site, within one half
mile and not separated from site by a freeway (see Figure 2 in Appendix C):
. Butcher's Allotment (4551), presumably the current site of ATS Steel. No
information was provided about this site in the 2001 Phase I EA.
. Round Lake Business Center (4325), 4354-4396 Round Lake Road West, Arden Hills

MPCA staff provide technical review of the investigation and any necessary remedial
activities for Voluntary Investigation and Cleanup (VIC) sites, A number of these
properties have been cleaned up or do not require any cleanup work, according to the
MPCA. More detailed analysis about these sites and others located within the vicinity of
the site are discussed in the 2001 Phase I EA, a full copy of which is available for review
upon request. Excerpts of the Phase I and II EAs are located in Appendices E and F
respectively, .

Page 10
