If the project may cause any adverse environmental <br />impacts not addressed by items 1 to 28, identify and discuss them here, along with any proposed <br />mitigation. <br /> <br />Not applicable. <br /> <br />31. Summary of Issues. (This section need not be completed if the EAW is being done for EIS <br />scoping; instead, address relevant issues in the draft Scoping Decision document which must <br />accompany the EAW.) List any impacts and issues identified above that may require further <br />investigation before the project is commenced. Discuss any alternatives or mitigative measures <br />that have been or may be considered for these impacts and issues, including those that have been <br />or may be ordered as permit conditions. <br /> <br />Wetland Encroachment. Development of this project will require a limited amount of <br />wetland encroachment. Unavoidable wetland encroachment will be properly permitted <br />and mitigated and the major portion of the existing wetland systems will be preserved, <br />Proposed mitigation include 2:1 replacement of impacted wetland, including on-site <br />ponding, <br /> <br />Easements. The project includes three easement areas. The first, a sight line easement on <br />the Moms Communications parcel will be addressed in the replatting of the project site, <br />The second easement area, for an electric transmission line on the western part of the site, <br />will remain. A right-of-way owned by Mf PropertieslBurlington Northern Railroad is <br />currently being negotiated for purchase. Additional utility and road easements on the <br />assembled site must be vacated to allow for development. <br /> <br />Blanding's Turtles. Aecording to the Minnesota Department of Natural Resources, <br />Blanding's Turtles, a state-threatened speeies, have been reported in the area and may <br />occur on the project site if habitat is suitable, However, the existing development (roads <br />and buildings) between known Blanding's turtle habitat and the project site probably has <br />resulted in the site being inaccessible to the Blanding's turtle population. The proposed <br />project will potentially provide habitat, in the form of wetlands and stormwater ponding, <br />for the Blanding's turtle. As suggested by the DNR, steps will be taken to protect any <br />Blanding's turtles on site as much as possible (see Sectionl3B of this EAW): <br /> <br />ATS Steel Environmental Assessment. A Phase I Environmental Assessment will need <br />to be conducted after the property is acquired and before the existing buildings are razed. <br /> <br />Groundwater Monitoring Wells. The existing groundwater monitoring wells, located in <br />the northwest portion of the site will remain in place. <br /> <br />Page 29 <br />
