MN <br /> <br />January 4, 2001 <br />page 1 <br /> <br />1.0 Executive Summary . <br /> <br />This Phase I Environmental Assessment was prepared by JLM Environmental, <br />Inc, (JIM) at theTequest of Chesapeake Companies NLP Group (Chesapeake) for <br />t4e property known as the Morris Communieations Site, hereafter referred to as <br />the Site, The Site is located at the northeast quadrant of the Highway 694 and <br />Highway 35W interchange in Arden Hills, Ramsey County, Minnesota, This <br />Phase I Environmental Assessment (EA) was performed in accordanee with <br />ASTM EI527-00 Phase I Environmental Site Assessment Process Guidelines. <br /> <br />Historieal records from the 1880s through the 1990s indieate the Site has been <br />undeveloped, then cultivated agrieultural iand, then pastureland, An underground <br />sanitary sewer intereeptor line was present for many years on the Site and was <br />relocated off-Site in 1998, A buried natural gas pipeline is present on the Site and <br />it was abandoned in-plaee in 1995, The majority of the Site has been leased as <br />horse pasture for several years, <br /> <br />Surrounding property use has included a rendering plant that was located just <br />north of the Site for many years, The City of Arden Hills took control of this <br />property in approximately 1990 and limited environmental investigation was <br />completed to assess potential impaets from the plant, Based on environmental <br />reports reviewed by JLM, no significant soil or groundwater impacts were <br />identified at the plant that would be expected to impact the Site, An abandoned . <br />railroad spur line that servieed the rendering plant remains adjaeent to portions of <br />the northern boundary of the Site, <br /> <br />Three or four large eireular stru.ctures were located adjacent to the north of the <br />Site in the 1950s, This is the current loeation of the A TS Steel building, The use <br />of these structures is unknown but eould have been storage tanks, holding pens or <br />impoundments associated with the rendering plant, JLM found no other <br />information regarding these' structures, <br /> <br />A long-time Site oecupant who uses the Site to pasture horses stated that buried <br />items were encountered during redevelopment of the ATS property, Attempts by <br />JLM to determined exaetly what was encountered were unsuceessful, <br /> <br />The ATS building is currently used for warehousing and steel manufaeturing, The <br />hazardous wastes generated at the ATS Steel facility over the past 10 years included <br />waste paint, used oil and filters and degreasing solvents, Review of the Ramsey , <br />County hazardous waste inspection file for the A TS facility identified no hazardous <br />waste storage or disposal problems or violations, Based on the past presence of the <br />cireular structures and history of hazardous waste generation at the ATS Steel <br />faeility, there is potential that soil or groundwater at the ATS property has been <br />adversely impaeted, Because the ATS property is adjacent to and at an assumed <br />upgradient Ioeation., there is potential for impacts to soil or groundwater at the . <br />Site. <br />
