Ability to <br />effectively communicate both orally and in writing with state regulatory agencies, elected <br />officials, City staff and members of the public. Ability to give verbal presentations and <br />speeches. Ability to prepare and administer an <br />annual budget. <br /> <br />OTHER KNOWLEDGE, SKILLS, AND ABILITIES <br /> <br />Knowledge of the methods, techniques, tools, materials and equipment use in streets, <br />parks, water and sewer maintenance and construction. <br />Knowledge of turf management. <br />Ability to review and interpret building, water and sewer plans and specifications. <br />Working knowledge of plumbing, electrical and carpentry basics. <br />Working knowledge of computers and software applications. <br />Experience in the preparation and presentation of budgets as well as monitoring of <br />expenditures. <br />Ability to maintain department equipment and facilities. <br />Ability to operate tractors, backhoes, dump trucks, skid loaders, and forklifts. <br />Ability to provide direction and guidelines to employees. <br /> <br />. <br />
