Highway 96 <br />Arden Hills, Mn. 55112 Via: Hard Copy and Email <br /> <br />RE: Ryan Companies Recommendation <br /> <br />Mayor Probst, Council Members, and Staff: <br /> <br />Mr. Kent Carlson of the Ryan Companies asked ifI could provide a <br />recommendation to you regarding the work the Ryan Companies have done <br />in Roseville, especially in the Centre Pointe and Twin Lakes Business Parks, <br />and the relationship the City has had with Ryan. <br /> <br />The City has considered Ryan Companies to be a redevelopment partner, <br />officially designated by the City Council in the early 1990's for the original <br />110 acres Twin Lakes project area. Ryan (and especially Kent Carlson) is <br />recognized nationally for their creative leadership in the brownfield <br />redevelopment. Ryan's Twin Lakes cleanup work with EPA and MnPCA <br />lead to the creation of the Voluntary Clean Up Program (VIe). Even as more <br />clean up sites were found in Twin Lakes, Ryan Companies stayed with the <br />City and the project, sharing in the time and expense to make Twin Lakes <br />Phase I work. Later Ryan provided valuable support to the City and the <br />Metropolitan Council as they established the Tax Base Revitalization fund to <br />provide grants for brown field cleanups. Today over 350,000 s.f.ofnew <br />building and 1,000 jobs have been created in the Ryan projects within Twin <br />Lakes Business Park. <br /> <br />In 1997 Ryan became the developer for the 54-acre Centre Pointe Business <br />Park, and with TIF assistance from the City, was able to complete the <br />construction of nearly 900,000 s.f. of new business and office buildings. <br />When fully developed, it may have more than 2,000 jobs, most of which are <br />typically of a high tech and software nature. Ryan worked with the City to <br />rethink the original master plan for the Business Park, recruited new owners <br /> <br />2660 Civic Center Drive .:.
