Although disappointed with the decision reached by City Council, we wish the City
every possible success in terms offuture endeavours relating to the TCAAP lands,

.

We would like to apologize to the City for not meeting its expectations in terms of the advancing
of a complete development team including the names of all consultants. Our approach had been to
advance a team of developers with whom the City could be comfortable. If we had been selected
by the City as the preferred development team our next step would have been to work with the
City in terms of the retaining of a host of other professionals. These would have included
government relations experts, traffic consultants, market consultants, experts in municipal
finance, etc... In fact, we had gone so far as to speak to two government relations firms to
determine their specific expertise, connections and working with our development team in
advancing TCAAP. In retrospect, it is most unfortunate that we did not fully disclose all possible
consultants to our support our efforts.

We recognize that the City has made a decision to proceed in a particular direction. Should
circumstance change our development team would be interested in discussing whatever assistance
we can offer to Arden Hills.

JMN/jmn

.

3065 CENTRE FOINTE DRIVE
ROSEVILLE, MN 55113
TEL: (651) 638 - 0500
FAX: (651) 638 - 0501
