She said she <br />wonders what the partner team is going to expect from us. <br /> <br />Mayor noted he is so confident because at least two parties have come forward and <br />offered to put some real money on the table already; and these kinds of things have been <br />happening around the country, The current question Mayor has was what kind of <br />timetable is Council comfortable with and what items are we going to look for in the <br />contract. Lois believes each presenter could come up with an outline of what they can <br />propose to do. Lois said she would like to know what the guidelines are for the process <br />which is what Mayor said we are looking at. Beverly said the Mayor has been privy to a <br />lot more discussions on this issue and would like to see more of these discussions with <br />Council. Rem indicated what she understands the Mayor wants is to have a cut-off of <br />presentations and then take a poll of councihnembers and see where the presenters stand. <br /> <br />Joe 1. reminded Council of the TCAAP outcome list that council developed and agreed <br />on as preferred outcomes in regard to TCAAP development and maybe use that as our <br />guide when we talk with developers. <br /> <br />Mayor noted he'd like to see April 8th be the last opportunity for developers to present to <br />Council and then it would come down to a negotiation with these possible developers. <br /> <br />Post asked if would be possible to start taking formal steps right now by hiring a lobbyist <br />and then at some point further down the process the development joins in. Mayor <br />indicated he'd rather use someone else's money to work on the land transfer. He believes <br />the need for a development partner is warranted because he believes the city is naIve and <br />a lot of planning will need to be done to answer a lot of the questions already out there. <br />Larson indicated he is comfortable with making an agreement at the April worksession; <br />Aplikowski said at least by the end of April. <br /> <br />Lynch reviewed that council wants him to pull the outcome issues out and pass them <br />around for affirmation; the April deadline for presentations, review past documents. <br />Mayor asked we contact some of the potential development teams and ask for a past <br />example. Parrish indicated we could contact other communities for their expertise on <br />similar issues. <br /> <br />Operations & Maintenance Department <br /> <br />Comp Parks, Trails, & Open Space Plan and CIP Recommendation - The following <br />PTRC members were present: Robert Thompson, lim Crassweller, Cindy Garretson, and <br />Rich Straumann. Greg ~ highlighted the current park comp plan and indicated the <br />PTRC is asking for input from the Council for final approval. <br /> <br />Mayor Probst how the committee arrived at the $6,5 million dollar figure, Jim C. <br />indicated that figure is based on the recommendations listed in the plan, Michelle Olson <br />indicated there was not an itemized because she believes the Council to not focus solely <br />
