<br />ARDEN HILLS PLANNING COMMlSSIOl\ .... APRIL 3, 2002 2 <br /> <br />Dorothy McClung, gave a history of the property. She stated there were no fees paid for <br />park dedication at the time the lots were combined. She stated the question was whether . <br />a family split of this kind should be subject to a park dedication, She stated this should <br />not be subject to a park dedication and this would be an issue that was brought up with <br />the City Council. <br /> <br />Chair Sand closed the public hearing at 7:42 p.m. <br /> <br />Commissioner Duchenes asked if they were asking for a recommendation on the park <br />dedication fee. Mr. Parrish stated this was a Council decision. <br /> <br />Commissioner Zimmerman stated this was a family gift and it was not generating a profit <br />for anyone, so it was his feeling they should not expect a park dedication in this case. <br /> <br />Mr. Parrish stated the purpose of the park dedication fee was to essentially provide some <br />kind of a contribution relative to the improvement of the park system. He stated when <br />lots were divided, it was anticipated that a home would be built and that home would <br />generate usage of the parks. He stated the park dedication fee was put into a fund that <br />was used only for park improvements. <br /> <br />Commissioner Galatowitsch asked if there would be a home built on this parcel. Mr. <br />Parrish replied that was the intention. <br /> <br />Councilmember Ricke asked if the home being proposed for the lot were sold to a non- . <br />family member at some time in the future, would the property then be subject to a park <br />dedication fee. Mr. Parrish replied the property would not be subject to the fee. He <br />stated park dedication fees only applied when lots were subdivided. <br /> <br />Commissioner Ricke moved, seconded by Commissioner Duchenes, to approve Case <br />#02-03, Francis Podlasek, 4410 North Snelling Minor Subdivision based on the following <br />findings, and with the following conditions: <br /> <br />1. The application is able to meet the minimum requirements of Chapter 11 of City <br />Code for a minor subdivision of property. <br /> <br />2. The dedication ofa (12) foot side easement centered on the common lot line for <br />utilities to the city. <br /> <br />3. A registered land survey shaD be recorded with Ramsey County within sixty days <br />of approval from the City Council; and <br /> <br />4. Following recording with Ramsey County, the applicant wiD provide evidence of <br />recording to the City of Arden HiDs along with a copy of the registered land <br />survey. <br /> <br />5. <br /> <br />Payment of the appropriate park dedication fee as determined by an independent <br />appraisal provided by the applicant. <br /> <br />e <br /> <br />The motion carried (5-2) (Chair Sand and Commissioner Zimmerman). <br />
