Mr. Lynch replied the cost for thc Director of Administration was an estimated amount, <br />and it did not mcan they would bring someonc in at that amount. He stated they did not have to <br />bring somcone in for $60,000.00. He stated they were waiting for a study to compare to what thc <br />market was with respect to salaries. Hc indicated they could always adjust the salary at some <br />time to make them more equal. <br /> <br />Councilmembcr Aplikowski stated this was an issue regarding money and job responsibility <br />between these two positions. Mr. Lynch pointed out that the education, experience and skills for <br />both of these two positions were thc same. <br /> <br />Councilmember Aplikowski stated the bottom line was that they had 23 people on staff with nine <br />in thc Operations and Maintenance category. Shc stated alrnost hal f of thcm reported to one <br />person and the rest reported to another person. She asked how the City functioned now; how <br />often they met with staff, etc. Mr. Lynch replied currently they met on Tuesdays with Mr. <br />Moore, Mr. Post, Mr. Scherbel, Mr. Parrish, and occasionally thc Rccrcation Program Supervisor <br />one-officc support personnel, and the Deputy Clerk. He stated they also had a management <br />rnecting on thc Tuesday following thc Council work session including himself, Mr. Post, Mr. <br />Moore, and the Dcputy Clerk. <br /> <br />Councilmcmber Aplikowski askcd if that would continue with the new structure. Mr. Lynch <br />replied he would continue to meet with thc Dircctors on thc Tuesdays after the Work session and <br />he did not see any change to the meetings they had after the Council Meetings. He stated this <br />was a good time for each person to discuss general City issues among other members of the staff <br />instead of just dealing with their own departmcnt. Hc statcd thc biggcst changc would bc in thc <br />functional arca. <br /> <br />Councilmember Grant indicated neither of the two organization charts focused on <br />Councilmember Aplikowski's conccrns. He stated he was fine with a Director of Maintenance <br />and Operations; however, on the Dircctors of Administration sidc as a goal to reducc thc number <br />of staff that reported to the City Administrator, he was not sure he supported that. He stated he <br />undcrstood the City Administrator wanted to have people in place when TCAAP was ready, but <br />he indicated this could takc possibly two ycars, so thc hiring of a pcrson for that position was <br />premature. He indicated this was one of his initial concerns, and that was why he did not votc in <br />favor of it when it was originally presented last year. He stated he would support the creation of <br />that position if TCAAP was going to bc a reality in the ncar future, and while he would like to <br />see that, realistically that was not going to happen anytimc soon. <br /> <br />Mayor Probst stated on one level he thought there seemed to bc a lumping togethcr thc <br />communications and supervision needs, and they were different. He stated that given the size of <br />the staff, it did not seem to him to be rcasonable to have 8 director reports out of 22 people, and <br />because of TCAAP this was exactly the reason they needed to proceed on this. He stated in the <br />course of the last scven working days, hc had spent 12 hours in meetings on TCAAP. He stated <br />this would requirc a lot of time in the near futurc, and he expected that at some of the high level <br />mcetings, the City Administrator would be the City representativc. He indicatcd this made sense <br />to him at this time. He noted thcy werc on the verge of a lot of things starting to happen, and <br />unless Council was going to havc someone else take a lead TOlc, there was going to be a hugc <br />
