<br />. <br /> <br />Memo to Mayor and City Council <br />Planning Casc #02-06, Pilgrim House Special Use Permit Amendment <br />Page 2 of2 <br /> <br />This language indicates that daycare is an accessory use for churches and <br />schools. Unfortunately, this is not reflected on the Land Use Chart within the <br />Zoning Ordinance. This should be updated in the future. Since churches and <br />schools are special uses within the R-1 Single Family Zoning District, it is still <br />necessary to amend the special use permit to allow for the use. <br /> <br />Given the fact that the Planning Commission did not have the benefit of the <br />aforementioned information, the Council eiected to refer this item back to the <br />Commission for additional consideration. in addition, the Council requested <br />additional information regarding state licensing requirements. The highlights the <br />State licensing information pertinent to this request: <br /> <br />· Outdoor activity area: Outdoor space must be at least 1500 square feet <br />total and least 75 square feet per child; be within 200 feet of the center; be <br />enclosed if adjacent to traffic and other hazards; be free of litter and other <br />hazards; and have the required outdoor large muscle equipment. <br /> <br />· Indoor space: The licensed capacity is limited by the amount of indoor <br />space. A minimum of 35 square feet is required for each child. <br /> <br />. <br /> <br />Based on the applicant's request, State licensing regulations will require an <br />enclosed outdoor play area of 1500 square feet. The indoor area of Pilgrim <br />House dedicated to the daycare is approximateiy 1100 square feet. This <br />represents a licensing capacity of 31 chiidren. <br /> <br />At their May 1, 2002 meeting, the Commission recommended approval of the <br />revised special use permit. This permit is aiso attached for your review. <br /> <br />Options <br /> <br />1. Recommend approval as submitted. <br />2. Recommend approval with conditions. <br />3. Recommend denial. If the City denies the petitioners request, "...it must <br />state in writing the reasons for the denial at the time that it denies the <br />request." <br /> <br />Attachments <br /> <br />1.
