~

~
EN HILLS

..

MEMORANDUM

DATE:

May 8, 2002

TO:

Mayor and City Council

FROM:

Joe Lynch, City Administrator

.,. J'
k"0
\.
I. 'j

SUBJECT: Operations and Maintenancc Emp'1oyee Replacement Hire

CC: T. Moore - Operations and Maintcnance Director
J. Perron - Operations and Maintenance Superintcndcnt
T. Post - City Accountant

..

Background

Currcnt Operations and Maintenance cmployec Mike McKinncy has announced hc will be
leaving thc City of Arden Hills at the end of Octobcr, 2002. Mike has becn an Arden Hills
cmployee for 30 years.

With this announcement, staff thought this would bc a great opportunity to hire a rcplacement
employec bcfore the departurc of anothcr. This is a bit unusual, but staff believes there are
advantages to this opportunity.

In a typical hiring process, which can take as long as two or three months, other staff would bc
required to pitch in and pcrform jobs and duties that they might not othcrwise have to until a
replacement was hired.

A newly hired employee usually docsn't have thc opportunity to lcarn the history, nuances and
peculiarities about the systcms, and how they operate from an employec who has performed
those tasks directly. Usually, these tasks are learned by asking a lot of qucstions, a lot of trial
and error, and sometimes, missteps on lost time duc to lack of "direct" knowledge of the
situation. In this case, the new employee can "pick thc brain" of thc person hc/she is replacing
and learn thc particulars and nuances about the system directly.

,

A third advantage is an opportunity for thc newly hircd employcc to learn and apply knowledge
gained without some of the prcssures that come to bear when filling a position that has becn open
for some period of time.
