<br />Upon completion of the land use and infrastructure planning element of the project, it is
<br />anticipated that the City will have the tools and information available to ensure that the
<br />property is reused in a manner consistent with community expectations. Since a master
<br />planner has not been retained at this point, specific tasks for the public planning component
<br />have not been enumerated. Prior to retaining a master planner, the City will be facilitating a
<br />"civic engagement" process in conjunction with the University of Minnesota's Design Center
<br />for the American Urban Landscape. This will allow a common vision to be developed for the
<br />site prior to more refined analysis.

<br />c. Timeline - What is the general timeline for this proposed project and the tasks outlined
<br />above? When do you anticipate beginning your project? (Or, if project has already begun,
<br />list steps completed or begun). What is the expected completion date of this project?
<br />Describe any circumstances relating to time constraints or development pressures on the
<br />project.

<br />Based on the timeline above, it is anticipated that master planning will be completed near the
<br />end of 2002 or early in 2003. The "civic engagement" element will begin in the near future.
<br />With regard to timing, the City would like to have a master plan developed as soon as
<br />possible to help facilitate the land transfer process.
<br />
<br />As stated previously, timing of the overall project is dependent on actions by the Federal
<br />government. If the Federal government elects to "dispose" of the property by deeding it
<br />directly to the City, this process could take approximately 2-4 years. Alternatively, the City
<br />could pursue the property through special Congressional legislation. This could potentially
<br />expedite the process. As an aside, there is significant pressure by a variety of groups to
<br />obtain portions of the property for uses consistent with their particular mission and objectives,
<br />but not necessarily consistent with the City's comprehensive plan.
