Tasks and Outcomes - What are the tasks to be performed, and what are the expected
outcomes or products of these activities proposed to be funded by this opportunity grant?

The following highlights the overall tasks and timeline associated with the project:

~
A~~HllL~

rCAAl' RtTiSE 1>1,\'K8 & TlMELf/'v'E
1002-2004

H<~in Sit<l'l'.pjCI""1r"Cl;~" ,\t!jyil~'

Action Item

M~)'
znn2

2002

Jun<

July
2002

A2~~~!It S'p'~mbor 21}(12 O'lob.< 2002 No~'mb.r 1001 n.c,mb.r 200! 2003

'00'

Sel.o! m.,tor <1",".1.)1''' or I]~fin. 1')"0,"" fer' ,,1<<1ing nl"t<l
denlop<r
Prtlon( Fi,,~l PrQpo,"1 i Don'!nllInon; T,"~m to) (""ngr""iM"1
Dd<g"tiDIl

Inlll." pulll;" pl'nl1i,,~ process "nr] ~j",I~',j, inm'l}(I"";n~ rllll.'"l,
bu';n." Since a master
planner has not been retained at this point, specific tasks for the public planning component
have not been enumerated. Prior to retaining a master planner, the City will be facilitating a
"civic engagement" process in conjunction with the University of Minnesota's Design Center
for the American Urban Landscape. This will allow a common vision to be developed for the
site prior to more refined analysis.

c. Timeline - What is the general timeline for this proposed project and the tasks outlined
above? When do you anticipate beginning your project? (Or, if project has already begun,
list steps completed or begun). What is the expected completion date of this project?
Describe any circumstances relating to time constraints or development pressures on the
project.

Based on the timeline above, it is anticipated that master planning will be completed near the
end of 2002 or early in 2003. The "civic engagement" element will begin in the near future.
With regard to timing, the City would like to have a master plan developed as soon as
possible to help facilitate the land transfer process.

As stated previously, timing of the overall project is dependent on actions by the Federal
government. If the Federal government elects to "dispose" of the property by deeding it
directly to the City, this process could take approximately 2-4 years. Alternatively, the City
could pursue the property through special Congressional legislation. This could potentially
expedite the process. As an aside, there is significant pressure by a variety of groups to
obtain portions of the property for uses consistent with their particular mission and objectives,
but not necessarily consistent with the City's comprehensive plan.
