This development team has recently been designated by the City Council as
tentative master developer for the site. While at this time the relationship between the City and the
development team has not yet been formalized on a legal basis, it is anticipated that the Centex
team will be integral with regard to land acquisition. The collaboration will also provide an invaluable
market perspective.

c, Partnerships. List and briefly describe the type and nature of partnerships in the project
among government, private, for-profit and non-profit sectors (as applicable).

In anticipation for the reuse of TCAAP property, the City of Arden Hills has established
several formal and informal partnerships. These partnerships include:

.

· 1-35W Corridor Coalition and Adjacent Communities: The 1-35W Corridor Coalition, a
coalition of seven cities adjacent to 1-35W, has provided strong support to the City's
redevelopment efforts for the TCAAP site, As the project progresses, partnering with
Coalition cities will promote positive intergovernmental cooperation and provide a
subregional context for decision-making. The Coalition Board, along with the Cities of
New Brighton, Mounds View, Roseville, Blaine, and Circle Pines have all provided
resolutions of support with regard to Arden Hills' TCAAP redevelopment goals.

· Metropolitan Council: While a partnership has not been formally established, it is
anticipated that the Metropolitan Council will be active in planning and supportive of the
reuse of the TCAAP property. Recently, with recommendation from the Livable
Communities Committee, the Metropolitan Council has provided a resolution supporting
Arden Hills' effort to redevelop the property.

. Congressional Representatives: The City of Arden Hills has been working closely with
congressional representatives and their staff. In particular, the Mayor and City
Administrator have been working close with Representative Betty McCollum on a
multiplicity of issues impacting the site.

. Public - Private Partnership: As previously mentioned, the City has designated a
tentative master developer for the site. As such, the Centex development team will
provide resources (both financial and in-kind) to facilitate the reuse and acquisition of the
TCAAP property. However, it should be noted that the City will guide the planning
process independent of the selected development team.

.
