FUNDING REQUEST (begin new page) <br /> <br />Eliqible Uses of Funds: Preparation of master plans or detailed redevelopment plans; market <br />studies to assist in determining retail/office/housing mix and cost; conducting design workshops and <br />developing design standards; zoning and land use implementation tools, such as overlay zones, <br />special zoning districts. <br /> <br />Ineliqible Uses of Funds: Land acquisition, infrastructure, construction costs, administrative <br />overhead, project coordination, activities prior to the start of the grant project; legal fees; permits, <br />licenses or authorization fees; costs associated with preparing other grant proposals; operating <br />expenses; comprehensive planning costs; and prorated lease and salary costs. <br /> <br />Use attached table (Attachment A) to provide requested information, then respond to the <br />following questions (one page limit): <br /> <br />a. Total Amount Requested: <br /> <br />$100,000 <br /> <br />Based on the project scope and size, we are requesting funds in excess of $75,000 <br /> <br />b. If fewer dollars are available than requested, how would you prioritize the components in <br />your request. <br /> <br />See item 40 <br /> <br />c. How would a smaller grant affect your ability to move the project forward? <br /> <br />See item 40 <br /> <br />d. What could not be accomplished in the project but for receipt of an Opportunity Grant? <br /> <br />It is anticipated that the planning process for TCMP would go forward absent any financial <br />support from the Livable Communities Demonstration Account. However, no funding or a <br />reduction in funding would have two primary impacts. First, the scope of the planning work <br />would have to be reevaluated. This would limit the amount of information available for <br />decision-making and planning purposes. If the project scope were reduced, areas that may <br />not be able to be incorporated include comprehensive market analysis; higher quality <br />graphics, mapping, and other visual representations; select land use implementation tools; <br />and innovative public involvement strategies/processes. Second, a reduction in funding may <br />have an adverse impact on the quality of planning consultant that is retained for the project. <br />Given the size and scope of the project, it is hoped that a planning consultant with significant <br />experience in the area of military reuse, contemporary urban planning principles, <br />transportation, and design could be retained, Funding constraints may place the City in a <br />position of selecting the low bidder for the project. <br /> <br />Five (5) Attachments: (8% x 11 size strongly preferred) <br /> <br />A.
