<br />ARDEN HILLS CITY COUNCIL MEETING MINUTES <br />MAY 28, 2002 <br /> <br />7 <br /> <br />. concern regarding the flag lots that were being created. He urged the Council to <br />support the Planning Commission's position. <br /> <br />. <br /> <br />. <br /> <br />Mr. Goserud stated if they did put a street and cul-de-sac on the property, they <br />could probably only get two lots out of the land. <br /> <br />Council Member Aplikowski stated creating another flag lot was not unusual in the <br />City and they mostly came about because of actions of previous event. She <br />expressed concern about the 14- foot width driveway, but she stated this would not <br />stop her from approving this plan. <br /> <br />MOTION: Council Member Aplikowski moved and Council Member Grant <br />seconded a motion to approve Case 02-07, Goserud Preliminary Plat <br />and variances. <br /> <br />Scott Colson, 1321 Wyncrest, stated he was against this proposal. He indicated <br />this would have a negative impact to him and his neighbors. He stated this was not <br />a good proposal. He indicated the neighbors were unified against doing this. He <br />objected to the road running along his back property line. He stated there was a <br />drainage issue on his property. He indicated ponding occurred on the back of his <br />property whenever there was a hard rain, and adding concrete for a road would not <br />improve that condition. He stated there were ample opportunities to subdivide this <br />property when the rest of the subdivision occurred and now was not a good time <br />for this proposal. He indicated everything was already set in place in the <br />neighborhood, and this was much more difficult for the neighbors. He stated <br />approving this encouraged the next property owner to do the same type of a <br />development. He asked if the City wanted a lot of flag lots. He urged Council to <br />accept the Planning Commission's recommendation. <br /> <br />John Gibson, 1297 Wyncrest Court, stated he did not support granting this <br />proposal. He stated the City rules existed for good reasons and this proposed <br />development was not a good reason for granting what was being requested. He <br />expressed concern about granting the variances. He urged Council to not grant the <br />vanances. <br /> <br />Joann Pastorius, 1350 Wyncrest Court, stated after the last hard rain and Mr. <br />Colson's yard was actually sinking. There was a major drainage issue and while <br />there was a drainage system there, it took days to drain the water. She stated there <br />was also a fire hydrant that might need to be moved and expressed concern about a <br />
