ARDEN HILLS CITY COUNCIL I\fEETING MINUTES MAY 28, 2002 9 . Mayor Probst stated the motion needed to indicate the approval was based on the findings and conditions as outlined in staffs report. . . Council Member Larson requested the following friendly amendment: "Taking into consideration the referenced recommendations and the conditions that were outlined in staffs report". Altering condition number one to read: "The building pennit will not be granted if satisfactory drainage cannot be provided." Condition number five to be inserted after the dedication fee, "the payment of the appropriate park dedication fee is based on an independent appraisal prior to final platting". Council Member Aplikowski and Council Member Grant accepted the friendly amendment. Motion carried (3-2) (Council Member Rem and Mayor Probst). Mayor Probst requested Items D and E be addressed at the same time. D. E. TCAAP Land Use and Infrastructure Plannine: University Desie:n Center - TCAAP Community Dialoe:ue Mr. Parrish explained it was anticipated the Army would be issuing its Report of Excess for portions of the TCAAP in the very near future. He stated it was staff s intention to retain a planning firm as soon as practical to ensure the timeline for developing a comprehensive land use and infrastructure plan for the property was consistent with the land transfer process. Staff recommended the Request for Qualifications process is used to select a TCAAP land use and infrastructure consultant. Mr. Parrish explained the City had looked at partnering with the University of Minnesota's Design Center for the American Urban Landscape to conduct a "Community Dialogue" regarding the reuse of TCAAP, He stated they were currently scheduling Thursday, June 6, at 7:00 p.m. for the first Community Open House. Mayor Probst urged Council to move forward with staffs recommendation and get a consultant on board to assist the City with this plan.
