ARDEN HILLS CITY COUNCIL MEETING MINUTES MAY 28, 2002 10 Council Member Aplikowski asked if this process would help the City come up with a reasonable expectation of their vision. Mayor Probst stated this was what it was designed to do. . Mr, Parrish replied the City would manage the planning process and this would incorporate the Community's vision. Council Member Grant stated it made good sense to hire an infrastructure consultant at this time. He requested an economic impact assessment be prepared to ensure the existing residents and business owners were not subsidizing the TCAAP development. Council Member Rem inquired about the aggressiveness of the schedule. Mr. Parrish replied they could evaluate other options if a Council Member wanted to participate on the interview panel, but given the time constraints, they put this on the staffs level. Council Member Rem indicated she was hesitant to move forward on such an aggressive schedule. . Council Member Larson stated it was important the City get their planning in place as soon as possible. He requested they look at planning a broader portion of TCAAP other than just the portion being currently released. He stated it was important to know what was going to be planned for the entire property, even if the Army held onto the remainder of the property for a while. He stated if they did not get moving on this, the City would be at a disadvantage. MOTION: Council Member Larson moved and Council Member Aplikowski seconded a motion to proceed with a solicitation of qualification from planning firms to develop TCAAP land use, and to approve plans to retain the Design Center to facilitate a community dialogue. The motion carried unanimously (5-0). F. 2002 PMP: Hunters CourtlWaldou Place Mr. Lynch requested Council adopt Resolution 02-22 A Resolution Receiving Report and Calling Hearing on Improvement of Hunters Court and Waldon Place. .
