e

e

.

~
~HILLS

MEMORANDUM

2.F

TO:

Joe Lynch, City Administrator

Aaron Parrish, City Planner A f

SUBJECT: Cable TV Services / Video Production

FROM:

DATE:

February 7, 2002

BackQround

Currently, the city's cable television services are somewhat limited. Regular City
Council meetings are televised live and rebroadcast a few times throughout the week.
Contract staff is currently used to provide this service. In addition, a bulletin board
containing various city information is maintained on somewhat of a haphazard basis and
is not a clearly defined component of anyone's position.

With our new and improved facility and cable equipment, we now have the ability to do
things that were previously not possible and/or practical. As a result of these upgrades
and a readily identifiable funding source (cable franchise fees), we have the opportunity
to elevate the City's level of cable services and programming beyond what is currently
provided to residents. The information contained below outlines how some adjacent
communities handle local cable television operations. A proposed model for Arden Hills
is also provided.

Other Cities Cable Television Operations

I have made contact with a few adjacent communities to see how they handle their
cable television operation. A brief summary of their comments is provided below:

City of Blaine

Cable television services In the City of Blaine are provided by a salaried
Communications Technician. The Communications Technician is compensated
approximately $45,000 per year and is responsible for all facets of the cable television
operation. the City's newsletter, external communications (press releases etc. . .) and
the City's website. This individual is primarily paid from the General Fund. He is
compensated at his overtime rate for taping meetings. Two other Blaine staff members
also assist with taping meetings on a regular basis. These individuals are also
compensated at their overtime rate. Cable franchise fees are utilized for taping
meetings.
