,

.

.

.

Memo to Joe Lynch and Terry Post
Cable Television Services
January 16, 2002

Blaine televises meetings of the City Council, Planning Commission, and Park Board.
Additional public service and special event programming is also provided.

City of Mounds View

In 2002, the City of Mounds View budgeted for the hiring of a full time Communications
Coordinator to oversee the City's cable television operation and website. Presently, the
city employees a part-time Cable TV Technician and one part-time and one on-call
Video Production Assistant. Video Production Assistants are paid between $13 and
$15 per hour. These individuals are responsible the live broadcast of various city
meetings. Mounds View currently does live broadcasts of the following meetings:

. Regular City Council Meetings
. City Council Work Sessions
. Planning Commission Meetings (Two Per Month)
. Park and Recreation Committee Meetings
. Economic Development Commission Meetings
. Cable Commission Meetings
. Police Civil Service Commission
. Charter Commission Meetings

City of Shoreview

Shoreview currently has someone who tapes the Council and Planning Commission
meetings. They do not do any special programming. Their Cable Technician is
responsible for broadcasting two regular City Council meetings per month and special
meetings on an as-needed basis (usually 1 st & 3rd Monday evening). . They are also
responsible for broadcasting one Planning Commission meeting per month and special
meetings on an as-needed basis (usually 4th Tuesday evening). 'In addition. the
Technician provides oversight and make recommendations on the maintenance and
enhancement of equipment, and conducts special projects as mutually agreed by the
Technician and the City. A salary range of $12.00 to $15.00 per hour has been
established for the position.

Proposed Arden Hills Model

I would suggest adopting something similar to what is currently done in Shoreview with
a few added responsibilities. The following outlines various facets of an expanded
cable television operation in Arden Hills:

Cable Services to be Provided
