,

Memo to Joe Lynch and Terry Post
Cable Television Services
January 16, 2002

.

. Live broadcast of regular City Council meetings; More frequent rebroadcasts.
. Live broadcast and rebroadcast of regular Planning Commission meetings.
. Additional public service programming (Pre-recorded public information pieces
such as the "Environmental Journal" produced by the Minnesota State Lottery,
fire prevention programming etc. . .). This type of programming is provided at
little to no cost.
. Expanded and up to date Community Bulletin Board (This is currently not actively
maintained).

Contractor Responsibilities

See the attached outline of "Position Responsibilities" for additional information on the
services the selected individual would provide. Consider the following additional points:

. The maximum annual financial impact for this service would be approximately
$7500. Annual cable franchise fee revenues are budgeted at approximately
$60,000 for 2002.
. The position would be responsible to the Director of Administration.
. The existing computer hardware and software (i.e. the bulletin board computer .
and scheduling software) currently supporting the City's cable operation needs to
be evaluated and most likely upgraded. We have recently had some reliability
problems.
. It is anticipated that work outside of meeting broadcasts could be completed as
the employee's schedule allowed.

It would also be necessary to provide internal administrative support to this position on a
limited basis. This would primarily consist of work on the community bulletin board.

Please feel free to contact me if you should have any questions. Thank you for your
time and consideration.

.
