At that time Council requested to table this discussion for further information <br />and an opportunity to review the information presented, Since that time I have had an <br />opportlllIity to have discussions with each City COlllIcil Member regarding the title change, <br />inclusion of duties and responsibilities, the alignment of support staff under one supervisor, and <br />the recommendation to appoint a current employee to the new position, I have also had an <br />opportunity to discuss with Council Members about the option of hiring a consultant for a six <br />month period to cover the probationary time for the new Director of Community Services <br />position. The feedback I received was very positive. The concerns expressed were as follows: <br />. Current staffing and work load <br />. Resources <br />. Consultant <br /> <br />I would like to address each ofthese concerns: <br /> <br />Current staffing and work load <br />I would like to use the TCAAP planning and development agreement process as an example, <br />Previously Terry Post, Aaron Parrish, and I were involved in this process. Now because of the <br />implementation of the new financial software Terry is no longer a part of this discussion group. <br />However, Aaron Parrish and I are still involved in handling different aspects of this process. Mr. <br />Parrish is handling the contract with the design center, the community dialogue process, and the <br />agenda preparation and discussion with the developer. I am handling the discussion with <br />potential local team members, communication with local and congressional elected officials and <br />the Anny National Guard, as well as pursuing legal advice on the draft of the interim <br />development agreement. Between the two staff we are spending approximately 6-10 hours per <br />week on this process. TCAAP planning and development process needs one person to devote <br />more time between both the development team and the local review team. Additionally, this <br />individual should be responsible for the coordination of information and communication between <br />the two teams and the City COlllIcil and residents in the City of Arden Hills. If the City <br />Administrator assumes this responsibility I would need to download work items to others, <br />
