<br />. <br /> <br />. <br /> <br />. <br /> <br />Organizational Structure Change <br />Page 2 <br /> <br />Similarly, if the Director of Community Services would assume this role, we would have a <br />greater need for a full time City Planner, <br /> <br />Resources <br />The 2002 budget contains allocated funds for all the positions we are currently discussing, This <br />includes the new Community Services Director position which was budgeted at a cost of <br />approximately $60,000 salary, We included this in the budget under the assumption that this <br />would be a full year cost. All other positions contemplated are budgeted in 2002. <br /> <br />Consultant <br />I heard concerns expressed about going back to the consultant we used when the planning <br />position was open. This is the first I heard about these concerns, Apparently there was a conflict <br />between the Planning Commission Chair on the approacb and demeanor of the consultant. This <br />seems to be a disagreement on style, not on product. The consultant was hired to do two things: <br />serve as the interim planner for the City of Arden Hills until the position was filled, and complete <br />a change in the sign ordinance. In both cases, the consultant did the job he was hired to do. The <br />consultant we used was a planner for the City of Minneapolis before going into business for <br />himself and is highly experienced. The City could find another firm or individual if necessary, <br />but we will lose time and the ability to perform basic City planning duties, Another option is for <br />the City Council to authorize staffto hire a City Planner. <br /> <br />RECOMMENDATION <br /> <br />Staff recommends City Council authorize the organizational structure changes presented, <br />authorize the hire of Mr. Parrish for the Director of Community Services, and authorize staff to <br />begin the hiring process for a new City Planner. <br />
