The subdivision regulations require easements at least twelve (12) <br />fect wide centered on lot lines for drainage and utilities to be dedicated to tbe city. <br />In addition, based on discussions with the City Enginecr staff would recommend <br />5 foot drainage and utility easements for the east/west property lines as well. <br /> <br />6. Grading. The proposed drainage, sedimcnt and erosion control measures which <br />are going to be used in the development of this property have not been included <br />with the minor subdivision application. The Zoning Ordinance in Section VI, G, <br />8, b, requires that finished slopes and grades shall not cause adverse drainage <br />effects on adjoining properties. This will be cvaluated in conjunction with the <br />building permit application when Parcel B is developed. <br /> <br />7. Utilities. Thc lots can be scrvcd with sanitary sewer and water service from <br />existing utilities. <br /> <br />8. Access. Parcel A would maintain its access on Ncw Brighton Road. Parcel B <br />would have access on Cleveland Avenue. <br /> <br />9. <br /> <br />Park dedication. The minor subdivision application provides for no dedication <br />of park land. The Park Service Area map from the comprehensive plan does not <br />show a need for additional park land in this area. Thcreforc, staff is <br />recommending payment of a park dedication fec in-lieu of thc dcdication of park <br />land if the minor subdivision is approved. Based on the subdivision ordinance, <br />the applicant would need to submit an independent appraisal of the lot so an <br />accurate market value can be ascertained. <br /> <br />The applicant will be available at the meeting to clarify any questions that you might <br />have relative to any of the aforementioned items. <br /> <br />Recommendation <br /> <br />A. In Planning Case #02-03, staff recommends approval ofthe minor subdivision based <br />on the following findings, and with the following conditions: <br /> <br />I. The application is able to meet the minimum requirements of Chapter 11 of City <br />Code for the minor subdivision of propcrty; <br />2. Providing a 12 foot drainage and utility easement on the common lot line and 5 <br />foot drainage and utility easements on the east/west lot lines. <br />3. Recording of the minor subdivision with Ramsey County within sixty days of <br />approval from the City Council; and <br />4. Following recording with Ramsey County, the applicant will provide evidence of <br />recording to the City of Arden Hills. <br />5. Payment of the appropriate park dedication fee as determined by an independent <br />appraisal provided by the applicant. <br />
