If the report of the planning commission has not been received within <br /> <br />seventy-five (75) days, after referral of the matter to the planning <br /> <br />commission, the Council may act on the preliminary plan without the <br /> <br />report. <br /> <br />Subd. 4 Approval and Denial. If the preliminary plan is not approved by the City <br /> <br />Council, the reasons for such action shall be recorded in the proceedings of the Conncil <br /> <br />and transmitted to the applicant. If the preliminary plan is approved, approval shall <br /> <br />not constitute final acceptance of the subdivision. <br /> <br />1110.04 Qualifications Governing Approval. <br /> <br />Subd. 1 Revision. The City Council may require snch changes or revisions as it deems <br /> <br />necessary for the health, safety, general welfare and convenience ofthe City. <br /> <br />Subd. 2 Scope. The approval of a preliminary plan by the Council is tentative only, <br /> <br />involving merely the general acceptability of the layout as submitted. <br /> <br />Snbd.3 Additional Approval Required.
