<br />. <br /> <br />. <br /> <br />. <br /> <br />~ <br />~ILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />Agenda Item 7.G <br /> <br />July 22, 2002 <br /> <br />TO: <br /> <br />Mayor and City Council <br />Joe Lynch, City Administrator <br /> <br />Aaron Parrish, Community Services Director ~ <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Local Stormwater Management Plan Final Approval <br /> <br />Overview <br /> <br />In November of 2001, the City Council directed staff to submit the Local Stormwater <br />Management Plan to various govemmental agencies and to make it available for public review. <br />Based on comments received, we have submitted our Plan to the Rice Creek Watershed District <br />Board of Managers for their consideration and approval. At their July 10th, 2002 meeting, the <br />Board of Managers approved the attached resolution. This resolution approves the Plan with the <br />following conditions: <br /> <br />I. Inclusion before adoption of a reserved TCAAP tab in the local plan; <br />2. Within one year after transfer of control over TCAAP land to the City, submission to the <br />RCWD of a revised local plan meeting BWSR and RCWD requirements for the TCAAP <br />land; and <br />3. The City's commitment thereafter to address any issues raised by the RCWD and work in <br />good faith toward final plan approval by the RCWD. <br /> <br />The above conditions appear to be reasonable. Condition #1 is simply a document formatting <br />exercise that can be easily accomplished. Condition #2 requires that a plan be submitted and <br />adopted within one year if TCAAP were to come under the regulatory control of the City at some <br />point. Condition #3 is less substantive relating primarily to intergovernmental relations between <br />the City and District. Since there are no additional changes to the document that the Council has <br />not seen in the past, a full copy has not been included for your review. Pinal eopies of the <br />document will be produced and distributed once the document is formally approved. In the <br />interim, please feel free to contact me if you would like an additional copy or have any <br />questions. <br /> <br />Requested Action <br />Consider final approval ofthe Local Stormwater Management Plan <br />Attachment <br /> <br />1.
