I Streets Utilities and Storm Water. The developer of a parcel of land shall <br /> <br />dedicate to the public all streets and utility and drainage easements, as reasonably <br /> <br />required by the City Council, in order to integrate the proposed development with the <br /> <br />City's current and anticipated utility systems. The area to be dedicated for public use <br /> <br />shall be delineated on the proposed plat or otherwise conveyed by easement to the City <br /> <br />prior to the issuance of any development permits. <br /> <br />Subd.2 Recreation and Conservation. Based upon a review ofits comprehensive plan <br /> <br />. . '" ""Iu,m","~llll"":; <br />and utIlity systems, the CIty CouncIl has determmed that allllenloflment !!!!!i!!!!lM~l~~ <br /> <br />of property within the City will place a greater demand on the City's need to acquire <br /> <br />land for parks, playgrounds, trails, wetlands or open space if the City's physical <br /> <br />environment is to be preserved and enhanced. Therefore, in addition to the dedications <br /> <br />required by Subd.I, the developer of a parcel ofland shall dedicate to the public for use <br /> <br />as parks, playgrounds, trails, wetlands or open space, a reasonable percentage of the <br /> <br />tract to be developed. In determining the percentage of dedication, the City Council <br /> <br />shall take into consideration the amount of open space, park, recreational or commons <br /> <br />areas and facilities which the developer has designed into the proposed development for <br /> <br />use by occupants of the development.
