. . . ~ ~ EN HILLS MEMORANDUM DATE: AGENDA ITEM: 9.A August 7, 2002 TO: Joe Lynch - City Administrator FROM: Cynthia Young -Deputy Clerk SUBJECT: Labor Relations Associates Market Study Report ENCLOSURES: Market Study Summary Components of Job Evaluation Job Evaluation Points Organizational Chart Job Descriptions Backl!round: At its July 30,2001 meeting, the City Council directed staff to proceed with the execution of a contract between the City and Labor Relations Associates, Inc. (LRA). The purpose of the agreement is to review and revise job descriptions, job evaluation system and compensation systems for the City consistent with State and Federal law, general principles of equitable compensation, and the City's financial resources. At this writing, LRA has completed its analysis and provided the revised job descriptions, job evaluation points with components of the job evaluation, and a compensation study/pay equity analysis as found in the market study summary. LRA has not completed the final component of the contract, which is the compensation implementation plan. However, staff met with the principal LRA consultant on August 5, 2002 and a result of that discussion yielded a firm commitment from LRA to provide such plan for Council review at its August 26, 2002 meeting. Results: Prior to the LRA analysis, Arden Hills most recent job classification and evaluation was performed in 1994. Since that time, new job classes have been created and existing job definitions have changed. For these reasons, and because the statute states that systems must be updated, LRA selected the Hay Management Consultants System, which is widely accepted and
