<br />. <br /> <br />. <br /> <br />. <br /> <br />Page 2 <br />August 7, 2002 <br />Memo to City Administrator - LRA <br /> <br />is utilized by the State of Minnesota, many Minnesota political subdivisions, private industry, <br />and is used throughout the country in both private industry and government jurisdictions. <br /> <br />Staff has attached the revised job definitions along with the resulting Hay Management "points" <br />hierarchy which reflects measurement based upon skill, effort, responsibility, and working <br />conditions. <br /> <br />Staff also includes a summary of such point reclassification, market analysis, and the proposed <br />monthly maximum pay rates. <br /> <br />Recommendations: <br /> <br />Staff recommends Council accept the position definitions and accept the Hay Management Point <br />designations. <br /> <br />Staff believes this realizes the goals set forth by the recently approved "organization restructure", <br />which will soon be complete with the hiring of a City Planner. Those goals are further identified <br />by the creation of degreed and advanced degreed personnel; a more mature and experienced staff <br />whose personal goals include a longer term commitment to the residents of Arden Hills; <br />organizing a staff which have above average human relation skills; and, a self-starting staff <br />which will address a variety of unique and complex issues facing the City of Arden Hills. <br />
