Lynch and Parrish and City Officials: <br /> <br />Attached to this lcttcr are fivc copics of an agreement for professional planning, <br />enginccring, research and ecological consulting services, related to tile Reuse Master Plan <br />for the Twin Cities Army Ammunitions Plant property. This is a complicated and multi- <br />faceted project and a great deal of thought and care has gone into thc preparation of this <br />work program and scopc of services. Let me briefly summarize some key points to assist <br />the City and lhe Development Team in understanding this proposal. <br /> <br />First, we have coordinated our efforts carefully among the project team members and we <br />are confident that we have eliminated any duplication of effort by members. Diligent and <br />vigilant project management will prevent any inefficiency as the project unfolds. Second, <br />we understand very well that there is uncertainly about thc land transfer process, both in <br />terms of the total amount of land to be transferred to Arden Hills control and to the <br />condition ofthc uncharacterized portions of that land. We have, therefore, made a <br />concertcd effort to defer as much of our services as possible to latter stages of the project, <br />when there will be greater certainty. It is also appropriate to note that a great deal of the <br />research and analysis and the public participation process has to occur at the beginning of <br />the projcct, and can't really be deferred. <br /> <br />The third point is that our scope includes the costs associated with conducting the <br />Communications Plan, for both the land master planning and the land transfer portions of <br />the dual track process. The cost of updating and maintaining the wcb page, publishing the <br />newsletters, issuing press releases, etc. is included in this scope. <br /> <br />The fourth point relatcs to the scope of the work itself. In a previous draft, there was <br />more SRF time allocated to a detailed analysis of four land use and transportation <br />altcrnatives. That scope did not include the analysis of a "no build" alternative that is a <br />mandatory part of the AUAR process.
