Phase Five: Plan Implementation <br /> <br />Near the conclusion of each phase, there will be a presentation to the Council. This step has <br />been incorporated to allow the Council to make a "go or no go" decision prior to beginning the <br />next phase. In addition, the proposal contemplates the establishment of an Advisory Panel. <br />Generally speaking, the Advisory Panel presented for your consideration represents a broad <br />range of stakeholders. See the attached Advisory Panel Diagram for additional information. <br />Prior to formally convening the Advisory Panel, it is anticipated that the Council will establish <br />some parameters on their scope of review (i.e. the "Vento Plan" provides the context for more <br />detailed planning etc. . .). <br /> <br />Initially the Scope of Services Agreement suggested that the planning be accomplished within <br />seven months. Since we may not have the necessary environmental information to begin Phase <br />Three for six months to a year, references to time should be disregarded. In addition, the scope <br />of work has been evaluated by the Development Team and they are in concurrence with what has <br />. been proposed. <br /> <br />Finally, staff would like to solicit the Council's input on possibly incorporating the area north of <br />Highway 96, West of Highway 10, and East ofI-35W (manufactured home park, two businesses; <br />and several single family homes) into the planning study at some point in the future. From <br />staffs perspective, there is an opportunity to create transportation and land use linkages between <br />this area and TCAAP. While this would represent additional project expense, it would be <br />substantially less to do the work now with the benefit of land use, transportation, and market <br />analysis being done in conjunction with TCAAP. <br /> <br />Fundin~ <br /> <br />As currently constructed, the Scope of Services Agreement for TCAAP Land Use and <br />Infrastructure Planning services is estimated to cost $483,777. Seventy-five thousand dollars <br />would be funded through the Met Council grant while the balance would be funded through <br />reimbursement by the Development Team as outlined in the Interim Development Agreement. <br />Prior to the execution of the Interim Development Agreement, the project would be funded from <br />the $75,000 Livable Communities Demonstration Account Opportunity Grant provided by the <br />Metropolitan Council. <br /> <br />. <br /> <br />As an aside, there may be an opportunity to minimize expenses if we can access GIS data <br />previously developed for the National Guard. Depending on intergovernmental cooperation and <br />data quality, there are a number of other ways that we can potentially minimize expenses as the <br />planning proceeds. However, at this time we have contemplated a full scope to properly account <br />for the work that would otherwise need to be done. <br />
