<br />~ <br />~HlLLS <br /> <br />TCAAP Community Dialogue: Environmental Clean-up Focus <br />July 10, 2002 <br />7:00 p.m. <br /> <br />. <br /> <br />Dialogue Notes Prepared by the City of Arden Hills <br /> <br />The first dialogue focused on information about the environmental clean-up of TCAAP. A panel <br />of public agency representatives and master development team members provided background <br />information before questions were taken. Panel members included: Mike Fix, US Army <br />Commander's Representative at TCAAP; Tom Barounis, US EPA; Dagmar Romano, Minnesota <br />PCA; and master development team members John Henle, Glenn Rehbein Companies and Scott <br />Tracy, Tetra Tech. The audience was asked to submit written questions to which the panel <br />members responded. Below is a summary of questions and responses as recorded by the City of <br />Arden Hills. Some panelists have provided additional information after the notes were drafted. <br />This information is identified with brackets. <br /> <br />Question: Will Arden Hills ever be held responsible for the cleanup above industrial levels? <br />When the Army cleans a particular area up to an industrial level and then excesses that <br />parcel there will be a deed restriction on that parcel restricting the use to industrial levels. <br />If whomever the parcel is deeded to elects to use it for a less restrictive use, it will be that <br />person's responsibility to clean it to that level. <br /> <br />[Written response submitted by panelist for further clarification-"lt could be anticipated <br />that during the City's negotiations for land transfer with the U.S. General Services <br />Administration (GSA) and the City's desire to implement the framework of the Vento <br />Plan, some areas may require remedial efforts above industrial standards to unrestricted <br />residential standards. Various financial mechanisms can be implemented to pay for the <br />anticipated costs, such as contractual agreements with the Army, U.S. Environmental <br />Protection Agency (USEPA) funding, state grant, Tax Increment Financing (TlF), credits <br />against any positive land values and others. Insurance products and performance bonding <br />would also secure such remedial actions."] <br /> <br />. <br /> <br />Question: What is the plan and process for areas that have not been screened for <br />contamination? <br />There is a significant area of TCAAP property that has not yet been characterized and <br />some of that land is in the area proposed to be transferred to the City. In the early transfer <br />process, both contaminated and uncontaminated parcels could be included. The Army is <br />looking at starting a Phase I Site Assessment which looks at the parcel history and will <br />evaluate what additional field work will need to be done to clean the contaminated <br />property . <br /> <br />Question: What is the environmental cleanup status of the parcels already transftrred, i.e., City <br />Hall property and future Operations and Maintenance facility property? <br />The property the Army Reserve Center currently occupies is still under the accountability <br />of the Army and they would be responsible for remediating any contamination discovered . <br /> <br />Page I of 5 <br />
