Coordinate meetings between the City and GSA regarding <br /> negotiation of a non-competitive land transfer agreement. <br /> b. Coordinate the negotiations of the parties with the United <br /> States Department of Defense, Department of the Army <br /> ("Army") to minimize the institutional controls and deed <br /> restrictions which would be incompatible with the City's <br /> proposed Comprehensive Plan Amendment. <br /> c. Coordinate the negotiations of the parties with the Minnesota . <br /> Army National Guard to meet their needs efficiently and <br /> economical1y. <br /> d. Formulate and implement strategy to ensure support of <br /> Minnesota's Congressional Delegation. <br /> e. Advise the City of the status of al1 negotiations with various <br /> agencies and parties through regular progress reports. <br /> 2. City Oblie:ations. The City shall accomplish the fol1owing tasks: <br /> a. Participate in negotiations and review and comment on any <br /> proposed agreements. <br /> b. Advise the Developer of the status of all negotiations with <br /> various agencies and parties through regular progress reports. <br /> B.
