<br />.---.~- >" <br />-' (C/ rl/pI7/ <br /> <br />lie C~/\F) <br /> <br />. <br /> <br />July 29, 2002 <br /> <br />Attention: Team Members, Mayor Probst, Joe Lynch <br /> <br />After recent events and information we garnered in Washington D.C. last <br />week it is apparent the City of Arden Hills and it's development partner <br />Rehbein/Ryan/Centex need to take a more proactive approach to the <br />development and planning process for the reuse of TCAAP. The following <br />ideas are a summary of our team's thoughts on how we need to proceed. <br />At this time I am forwarding this information to Joe Lynch and the Mayor <br />for feedback. <br /> <br />Bart Rehbein <br /> <br />. <br /> <br />GET SURROGATES SPEAKING OUT: The Vento Plan was developed by many <br />stakeholder meetings AND many hard fought battles to reach consensus. If citizens were <br />aware of the potential for this to be wrecked, they would be want to express their opinion <br />to their elected officials, the media, and their fellow citizens. The stakeholders would <br />probably speak up if they understood what was happening. We need to get the word out <br />that our approach is more closely aligned with the Vento Plan than some of the other <br />groups that are taking a go-it-alone approach and only interested in their piece- not the <br />master planning of the entire site. <br /> <br />GET THE MEDIA TO FOCUS ON THE REDEVELOPMENT: The meetings we <br />had back in Washington were certainly newsworthy. Locally elected officials should <br />take the opportunity to inform the citizens of Arden Hills about where we stand on the <br />redevelopment and the Vento Plan. After some stories get written, the mayor and others <br />may take the opportunity to meet with the editorial boards of all the papers in the region <br />to discuss what is going to happen at TCAPP, what the development vision is, and how <br />unique the early transfer authority is and how the clean-up can occur faster with this <br />process. <br /> <br />FRAME THE ISSUE FOR THE MEDIA: This is about implementing the Vento Plan, <br />getting the arsenal cleaned up faster than the Army could or would ever do it, creating <br />new economic growth for the region, and doing a new "Smart Development". The other <br />key is that this is about making the open space useable for the citizens of Arden Hills and <br />the surrounding areas. Our position is to get it clean far faster and make it useable for the <br />average citizen not just those select few who know the password. <br /> <br />. <br /> <br />WORK WITH SENATORS DAYTON &WELLSTONE: It is clear that Senator <br />Dayton would step up to the plate to work with local elected officials. We should take <br />him up on his offer to visit and make the points about Smart Development, providing <br />some affordable housing, open space. He would get good press and it would help us in <br />framing the issue better. <br />
