July 29, 2002 Attention: Team Members, Mayor Probst, Joe Lynch After recent events and information we garnered in Washington D.C. last week it is apparent the City of Arden Hills and it's development partner Rehbein/Ryan/Centex need to take a more proactive approach to the development and planning process for the reuse of TCAAP. The following ideas are a summary of our team's thoughts on how we need to proceed. At this time I am forwarding this information to Joe Lynch and the Mayor for feedback. Bart Rehbein . GET SURROGATES SPEAKING OUT: The Vento Plan was developed by many stakeholder meetings AND many hard fought battles to reach consensus. If citizens were aware of the potential for this to be wrecked, they would be want to express their opinion to their elected officials, the media, and their fellow citizens. The stakeholders would probably speak up if they understood what was happening. We need to get the word out that our approach is more closely aligned with the Vento Plan than some of the other groups that are taking a go-it-alone approach and only interested in their piece- not the master planning of the entire site. GET THE MEDIA TO FOCUS ON THE REDEVELOPMENT: The meetings we had back in Washington were certainly newsworthy. Locally elected officials should take the opportunity to inform the citizens of Arden Hills about where we stand on the redevelopment and the Vento Plan. After some stories get written, the mayor and others may take the opportunity to meet with the editorial boards of all the papers in the region to discuss what is going to happen at TCAPP, what the development vision is, and how unique the early transfer authority is and how the clean-up can occur faster with this process. FRAME THE ISSUE FOR THE MEDIA: This is about implementing the Vento Plan, getting the arsenal cleaned up faster than the Army could or would ever do it, creating new economic growth for the region, and doing a new "Smart Development". The other key is that this is about making the open space useable for the citizens of Arden Hills and the surrounding areas. Our position is to get it clean far faster and make it useable for the average citizen not just those select few who know the password. . WORK WITH SENATORS DAYTON &WELLSTONE: It is clear that Senator Dayton would step up to the plate to work with local elected officials. We should take him up on his offer to visit and make the points about Smart Development, providing some affordable housing, open space. He would get good press and it would help us in framing the issue better.
