<br />. <br /> <br />INTRODUCTION <br /> <br />This Alternative Urban Areawide Review (AUAR) was completed by the Guidant Corporation to <br />provide environmental planning and documentation for further development of the Guidant <br />Campus in Arden Hills. As provided for in Minnesota Rules Chapter 4410.3610, Subpart 1, this <br />AUAR substitutes for preparation of an Environmental Assessment Worksheet (EAW) or <br />Environmental Impact Statement (EIS) for future developments in the study area, provided they <br />are consistent with the assumptions of the AUAR. The land uses described in the proposed <br />development are consistent with those designated by the City's land use plans and zoning <br />identified in both the adopted 1982 City of Arden Hills Comprehensive Development Plan and the <br />conditionally approved November 1998 City of Arden Hills Comprehensive Plan. (The <br />Metropolitan Council conditionally approved the 1998 Comprehensive Plan pending minor <br />additions and changes to the document including the completion of a Local Storm Water <br />Management Plan. The City completed the Local Storm Water Management Plan and submitted it <br />to the Metropolitan Council in September 2002.) <br /> <br />THIS ENVIRONMENTAL REVIEW WAS PERFORMED IN ACCORDANCE WITH THE <br />MINNESOTA ENVIRONMENTAL QUALITY BOARD (EQB) ENVIRONMENTAL REVIEW <br />PROGRAM, MINNESOTA RULES 4410.3610, AND THE EQB MEMORANDUM, <br />"RECOMMENDED CONTENT AND FORMAT: ALTERNATIVE URBAN AREAWIDE <br />REVIEW DOCUMENTS," DATED OCTOBER 2000. IN ACCORDANCE WITH THIS <br />GUIDANCE, THE STANDARD EAW FORM HAS BEEN USED TO COMPLETE THIS <br />REVIEW. FOR EACH ITEM DISCUSSED BELOW, A NOTE HAS BEEN INCLUDED IN <br />ITALICS INDICATING EITHER THE EQB'S RECOMMENDATION OF INFORMATION <br />NEEDED FOR THE AUAR (WHERE IT DIFFERS FROM THAT NEEDED FOR THE EAW) <br />OR THAT THE EA W ITEM IS NOT APPLICABLE TO THE AUAR. <br /> <br />. <br /> <br />NOTE TO REVIEWERS: Comments must be submitted to the City of Arden Hills, the <br />Responsible Government Unit (RGU) for this document, during the 30-day comment period <br />following notice of the Draft AUAR in the EQB Monitor. Comments must address the accuracy <br />and completeness of the information provided in this draft analysis; potential impacts that warrant <br />further analysis; additional information that may be required in order to secure permits for specific <br />projects in the future; and/or mitigation measures or procedures necessary to prevent significant <br />environmental impacts within the area when development occurs. Commenting governmental <br />units should state in their comments whether or not they wish to be notified by the RGU upon <br />receipt of applications for specific development projects within the area. <br /> <br />Comments on this Draft AUAR will be addressed in a Final AUAR and Mitigation Plan that will <br />include an appendix specifically responding to each timely, substantive comment received and <br />indicating how the comment has been addressed.
