.

~
~HILLS

MEMORANDUM

DATE:

September 23, 2002

Agenda Item 6.C

TO:

Mayor Dennis Probst
Council Member Beverly Aplikowski
Council Member David Grant
Council Member Gregg Larson
Council Member Lois Rem
Joe Lynch, City Administrator

FROM:

Aaron Parrish, Commnnity Services Director

,

SUBJECT: TCAAP Update

The following highlights pertinent TCAAP reuse activities since the last Council meeting:

. No meetings with the Development Team have occurred since the last update.

· Staff and the project consultant are in the process of finalizing letters to be sent to potential members of the
Advisory Panel. These will be available for the Conncil's signature at the September 30, 2002 meeting.

· Representative McCollum facilitated a meeting on September 23, 2002. The meeting focused on a
presentation by the General Services Administration.

· The Ramsey County Board has authorized the inclusion of the 49 acre wildlife corridor into the existing 113
acre Rice Creek Corridor. This corridor is consistent with the Vento Plan. However, the City will need to
work with Ramsey Connty and the Minnesota Army National Guard regarding access to the primary tracer
area. This area is essentially landlocked between the wildlife corridor on the south and Minnesota Army
National Guard property to the north. In past meetings with the DNR, they have indicated that it is
acceptable to have a road through a wildlife corridor under certain circumstances.

· The Rice Creek Watershed District has included $30,000 in their 2003 budget for TCAAP planning
activities. Staff is in the process of getting additional information on this.

· The Army and GSA are in the process of developing a scope of services for a Phase II Environmental Site
Assessment. It is hoped that the sampling called for the Phase I Environmental Site Assessment can occur
this fall with a final report being issued sometime in the Spring.

.
