<br />. <br /> <br />. <br /> <br />. <br /> <br />~ <br />~HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />Agenda Item S.A <br /> <br />September 26, 2002 <br /> <br />TO: <br /> <br />Mayor and City Council <br /> <br /> <br />FROM: <br /> <br />Joe Lynch, City Administrator <br /> <br />SUBJECT: <br /> <br />Recap of Meeting with Ramsey County on Public Works Facility <br /> <br />ENCLOSURE: <br /> <br />Resolution No. 02-51, Public Works Facility Operations & Maintenance <br />Estimate <br /> <br />On Thursday, September 19, 2002, I met with Paul Kirkwold, Ramsey County Manager and <br />Jolly Mangine, Director of Ramsey County Property Management to discuss three items. Those <br />items were: 1) ability to have ownership of our portion of the facility on Ramsey Connty <br />property; 2) negotiation on ability to pay for services as they are delivered instead of an up front <br />cash basis; 3) aesthetic design and approach to layout of the site. <br /> <br />Ownership <br />Both Mr. Kirkwold and Mr. Mangine indicated that having the City of Arden Hills own a portion <br />of the building or require a stand-alone building presented problems for Ramsey County. They <br />indicated that Ramsey County does not want the City of Arden Hills to decide who will replace <br />us a user in the event that we decide to vacate the premises. Their concern is that we will sell to <br />the highest bidder and that use may be incompatible with the remaining portion of the property. <br />I indicated to Ramsey County representatives that we still had zoning issues to deal with and we <br />would not sell or sublease the building to a use that was incompatible or inconsistent with zoning <br />regulations. Another issue they raised was their ability to recover some of initial costs and they <br />would be approaching the initial agreement with a five year minimum time frame for the City of <br />Arden Hills to be in the joint use building. Jolly indicated the Ramsey County Attorney would <br />work on an agreement that might satisfy the City on this issue. <br /> <br />Payment for Costs for Phase I and Phase II Services <br />I indicated that the City was concerned about paying for Phase I and/or Phase II services up front <br />and the County then being unable to complete those services or having a delay unforeseen by <br />Ramsey County or uncontrolled by either party. <br /> <br />Ramsey County indicated that they could agree that they will bill the City of Arden Hills on a <br />monthly basis for our prorated share of Phase I services depending on the final negotiated service <br />cost. <br />
