Compliance <br />I stressed the importance of the look of the look, design, and the material selection used for the <br />building and bringing forward a plan that would be acceptable to the Planning Commission and <br />the City Council. I tried to emphasize the fact that we believe there will be at least three "front <br />door" sides depending on access to or from the north side of the building. I indicated to both <br />representatives that although it was unintended, there was already a picture in the minds of some <br />people about the layout of the property and the look and feel of the building did not appear to be <br />suitable to our needs. <br /> <br />Ramsey County said that they understood the concern about the design and the materials used <br />and pointed to the Juvenile Detention Center and the new Law Enforcement Center as being first <br />class buildings and their intention is to build this building in a similar manner. <br /> <br />Operations and Maintenance Costs <br />The other part of the discussion we had was the operations and maintenance cost projections <br />from Ramsey Connty for the maintenance of the new facility. I expressed a concern regarding <br />the estimate of cost per square foot and inquired whether or not there were alternatives to <br />maintaining our own space. Mr. Mangine responded that the cost per square foot is in-line with <br />an organization called Building Owner's and Manager's Association (BOMA) and is an estimate <br />at this point. As a part of the cost structure they do have a $0.50 per square foot charge for <br />replacement of capital items such as roof, carpet, etc. If the operations and maintenance figure <br />turns out to be higher than actual costs for maintenance, cleaning, repairs, etc., the balance will <br />be kept in a fund and used to reduce the operations and maintenance costs for the following <br />calendar year. They indicated a building committee will be formed which the City will have one <br />representative to discuss and decide maintenance and other building policy issues. If the cost <br />figure is not covering actual costs for Ramsey County an adjustment will be made for the <br />following calendar year for the operations and maintenance costs to the building partners. <br />Ramsey County Property Management will manage the property and will contract out the <br />janitorial and mechanical system maintenance and repairs. <br /> <br />Mr. Mangine will be in attendance at your Council meeting on September 30, 2002, to answer <br />any questions you may have regarding these particular issues or any others. <br /> <br />Recommendation <br />After discussion with Mr. Mangine, if the Council is comfortable, the resolution enclosed would <br />allow for acceptance of the Revised Space Needs Analysis and would allow us to enter into an <br />agreement with Ramsey County for Phase I Design Services. If the Council is not comfortable <br />proceeding, this issue can be returned to your regular meeting on October 15, 2002. Ramsey <br />County Board will be meeting on October 8, 2002, to decide whether or not to proceed with <br />Phase I Design Services. <br />
