District <br /> <br />At the conclusion of the heari ng or an adjournment thereof, the Citj( would adopt an order <br />establishing the district. The order would: <br /> <br />1. Specify the boundaries of the district; <br /> <br />2. Identify the waters and related land research programs which will be undertaken; <br /> <br />3. <br /> <br />Identify how the programs will be financed; <br /> <br />. <br /> <br />4. Indicate the number, qualifications, terms of office, method of election, removal and fill- <br />in of vacancies for district board members; and <br /> <br />5. Include the first Bylaws for the District. <br /> <br />Separate Taxin!! District <br /> <br />The first board of directors is appointed by the City Council. Subsequent boards are elected <br />by the people owning property within the district. The lake improvement district becomes a <br />separate taxing district. The board can be, given authority to make decisions or it can be an <br />advisory body to the City Council. <br /> <br />Council Authorization Required <br /> <br />Any proposals to specially assessed project costs, imposed service charges, issue City <br />obligations, or levy ad valorem taxes on property within the district must be approved by the <br />City Council. In many cases, the lake improvement district board is required to adopt an <br /> <br />. <br />
