The City <br />Council can then decide whether to include all or part of the lake improvement district costs <br />within its annual budget. The County auditor is then instructed to levy taxes against lake <br />improvement district property for lake improvement district costs. <br /> <br />Alternative Homeowner Association <br /> <br />The owners of property within the district could also form a homeowners association and <br />adopt a declaration of restrictions, which defines the manner in which improvement projects <br />and maintenance costs will be allocated against property owners. Normally, this is impossible <br />to set up unless it is done prior to the sale of any of the lots within the district. <br /> <br />I realize that you are a long way from making decisions in regard to the creation of the lake <br />improvement district and that the DNR may determine that it will not issue the appropriate <br />permits.
