<br />~ <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS SPECIAL CITY COUNCIL MEETING MINUTES <br />SEPTEMBER 30, 2002 <br /> <br />7 <br /> <br />Mike Enz, 1228 Karth Lake Drive: Indicated he is a nine year resident of <br />the City and in the last four years the lake level has gone up each year. He <br />indicated that there must be a problem because the DNR would not be so <br />willing to grant a permit. He said landscaping, vegetation, home values, <br />loss of lakeshore property, and erosion are all problems that have been <br />created by the fact that the lake level has continued to rise. <br /> <br />Mayor Probst also added that the vegetation that is currently being impacted by <br />the lake level is not vegetation that is typically found to survive well in water. He <br />also agreed with the indication of the problem of erosion and based upon the <br />freeze-thaw cycle, properties could begin to be affected. <br /> <br />Council Member Rem inquired about where the water is coming from. City <br />Engineer Brown responded by reviewing the precipitation over the last years <br />including the current year to date. He also reviewed the Karth Lake hydrology <br />information and the impact ofthe significant amount of rainfall. <br /> <br />Council Member Rem indicated she is in favor of the temporary pumping but <br />before the City takes action on a permanent pumping solution, the Rice Creek <br />Watershed District should be brought in and should discuss with the City the <br />entire drainage area. There should be some information about the long-term study <br />of the storm water contribution to the lake. <br /> <br />MOTION: Council Member Grant moved and Council Member Aplikowski <br />seconded a motion to direct staff to proceed with temporary pumping <br />of Karth Lake as recommended by the City Engineer, as presented at <br />this meeting.
