<br />~ <br />....., <br /> <br />I. <br /> <br />OVERVIEW <br /> <br />The land use plan guides development and redevelopment ofland within the City <br />and identifies the future location of residential, commercial, industrial, and <br />public/institutional land uses. It takes into consideration community goals and <br />poli:cies-m;-well-as-the-ldatiuu,llil-" l,d"'GW adjacent lallds. Although each <br />element of the Comprehensive Plan is important, land use issues are the most <br />significant because of the direct impact they have on each property as well as on <br />transportation, utilities, parks and open space. <br /> <br />!' <br /> <br />J' <br /> <br />Arden Hills is bordered by Interstate 35W to the west, County Road I to the north, <br />Lexington A venue to the east and partially by County Road D to the south (See <br />Map 3.1). Highway 96, Interstate 694 and Snelling A venue/Highway 51 extend <br />across the community. The natural features ofthe land, including the lakes, hills, <br />and views provide an attractive setting for residential neighborhoods. Excellent <br />access to major roads and a central location in the Twin Cities area attracted high <br />quality businesses and industries, and Arden Hills has become a major area for <br />employment. <br /> <br />All of Arden Hills is entirely within the Metropolitan Urban Service Area <br />(MUSA). The southern two-thirds ofthe City is essentially fully developed. The <br />Twin Cities Army Ammunition Plant (TCAAP) occupies the northerly one-third <br />of the City's total land area. The plant is approximately 4 square miles (2,370 <br />acres) in size and is located north of Highway 96. It is anticipated that this land <br />will be released by the federal government over the next 20-plus years. <br /> <br />/ <br />Because of its size, TCAAP's development will have a tremendous impact on the <br />future development and character of the City. In 1995-96, two committees, the <br />Arden Hills Task Force and the Vento TCAAP Reutilization Committee, worked <br />collaboratively to develop a general land use plan for reutilizing the TCAAP area. <br />The TCAAP Framework Plan is incorporated herein.)t includes preserving <br />nearly one-half of the land in its natural state, as wel1 as planned public parks, a <br />large area of mixed residential and mixed business uses and a Civic Center area <br />for a new City Hall and community park. Detailed planning for development of <br />the TCAAP area will be undertaken in an Implementation Study, slated to be <br />accomplished in 1999 (phase II Implementation Study). <br /> <br />The intent of Arden Hills' land use element is to maintain the existing residential <br />neighborhoods of the City, strengthen and define the City's commercial and <br />industrial areas, and incorporate the TCAAP Framework Plan into the City's on- <br />going long range planning. <br /> <br />City of Arden Hills Comprehensive Plan - 1998 <br />Land Use <br /> <br />Page 15 <br />
