Reasonable opportunities should exist for people to work and live <br />within the City. As the TCAAP area develops, there may be a greater number of <br />employees than population. Employment levels are expected to increase from <br />10,637 in 1996 to 17, 100 in 2020, while population is expected to increase from <br />9,560 to 11,800 (Metropolitan Council estimates). This may lead to increasing <br />housing costs and demand as a growing number of employees look for housing <br />within the City. <br /> <br />Livable Communities Program \ <br /> <br />The City of Arden Hills has established affordable and 'life-cycle' housing goals I <br />as allowed by the Livable Communities Act, as shown in Table 4.8. The I <br />Metropolitan Livable Communities Act was adopted to meet the regional housing i <br />needs for people of all age categories and to offer locational choice for people of <br />all income levels. <br /> <br />. <br /> <br />The goals adopted will only apply to the TCAAP area because the southern <br />portion ofthe City is essentially fully developed. The goals should also be <br />periodically reviewed and adjusted based on changing circumstances and market <br />conditions.
