A procedure created by Congress called Early Transfer <br />Authority allows a city, in most cases with the private sector as partner, to <br />step into the shoes of the Federal Government and undertake environmen- <br />tal remediation necessary to transfer title. The significant benefits associ- <br />ated with the transfer of remediation responsibility along with title to the <br />property include the control over the sequence, timing, and degree of <br />remediation. In addition, there are likely cost savings associated with the <br />integration of remediation and development. Using Early Transfer Author- <br />ity to have a developer undertake the remediation has been used numerous <br />times throughout the country to allow communities to develop excess <br />federal property in an efficient manner. <br /> <br />In the case of the Twin Cities Army Ammunitions Plant, the Army is re- <br />sponsible for environmental clean up to industrial standards. For property <br />that would be sold to the city of Arden Hills under Early Transfer Author- <br />ity, the city will transfer the responsibility for clean up to the designated <br />developer through a Development Agreement naming the Centex Homes, <br />Centex Family Housing, the Glenn Rehbein Companies, and the Ryan <br />Companies team as the master developer.
