Anticipating that this would eventual 1 <br />happen, former Congressman Bruce Vento led a planning effort to <br />preserve <br />sjgnificant portions of this undeveloped, but in some cases highly <br />polluted, openspace. Rice Creek, which connects to many other natura <br />areas including Carlos Avery, runs through the area and is a canoer~ <br />dream. In the pecking order of who gets decommissioned federal land, <br />on <br />the top of the list is other military operations and next comes loea <br />units of government which want to use it for important purposes suct <br />as <br />parks. The National Guard has claimed much of the land. They have <br />proven themselves to be outstanding stewards of other lands in <br />Minnesota <br />and have already worked out cooperative agreements with the DNR for <br />public use. <br /> <br />. <br /> <br />Ramsey County has also lraised its hand' to receive the land <br />surrounding <br />Rice Creek to develop a water trail. Now here comes the rub, and it <br />is <br />a BIG one. Inorder of this area to function as a wildlife area ther€ <br />needs to be an unimpeded corridor between the County area near the <br />creek <br />and the Guard area. There is a nice chunk of somewhat degraded, <br />polluted wetland that the DNR and the County want it preserved as a <br />wildlife corridor. The Guard is supportive. But, the City of Arden <br />Hills must approve the transfer. It appears that there may be some <br />resistance to preserving this as a wildlife corridor as it would be <br />very <br />convenient to Arden Hills to have a road running through it <br />connecting <br />some planned commercial/industrial and residential areas. The County <br />and DNR counter saying that running a busy road through the middle <br />completely defeats the purpose of a wildlife corridor.
