B <br /> <br />November 14, 2002 <br /> <br />TO: Mayor and City Council <br /> <br /> <br />FROM: Joe Lynch, City Administrator <br /> <br />SUBJECT: Minnesota Army National Guar <br /> <br />MnARNG Ouerations Facilitv <br /> <br />The Minnesota Army National guard is planning to construct a 92,000 sq. ft. Operations and <br />Maintenance facility on their licensed property, in close proximity to the Ramsey County Public <br />Works facility. Based on preVious conversations with Ramsey County representatives and <br />National Guard representative, the assertion has been that this facility would be located directly <br />north of the Ramsey County property. When Ramsey County proceeded to hire and direct an <br />engineering and survey company to determine boundary lines and take soil samples, they were <br />told by National Guard representatives to survey and take soil borings of the property <br />inunediately west of the Ramsey county property. This was a surprise to Ramsey County, the <br />National Guard representative and to the city. <br /> <br />Discussions <br /> <br />Staff contacted Co!. Dennis Lord of the MnARNG to determine if this was indeed true and to <br />understand why it seemed contrary to earlier belief. Co!. Lord indicated that Gen. Gene <br />Andreotti had determined that the facility should go west of the Ramsey county building and it <br />was a final decision. Co!. Lord did indicated that he was still open to talking about the location <br />of the building but, he did not know if Gen. Andreotti was in favor of discussion about it. As <br />you know, the city has been unable to talk directly to Gen. Andreotti about this and other <br />concerns with regard to the division of land at TCAAP. <br /> <br />Staff contacted the Dept. of Army to determine who had the final say in where the MnARNG <br />could place any buildings on licensed property. The representative told me that the Dept. of <br />Army did not tell the MnARNG where they could or could not place buildings but, they did <br />express concern that the MnARNG discuss these types of issue with the local unit of government <br />before doing so. As you know, the MnARNG is not subject to our Zoning Ordinance or <br />planning process. <br />
