<br />Memo <br />City Council <br />MnARNG facility <br />2 <br /> <br />. <br /> <br />Issues <br />Staff has identified several issue for the Council to consider about the potential location of the <br />MnARNG facility west ofthe Ramsey County building. <br /> <br />. The Vento Plan calls for this property to be redeveloped as Residential <br />· This was property that the city might consider in asking the Guard if it is willing <br />to swap property for the Primer Tracer area, property previously identified as <br />needed by the Guard <br />· Extension ofa public roadway from the extension of Hamline Ave. <br />· Multiple access points along Highway 96- it would be easier for the Guard to get <br />to a controlled access point at the extension ofN. Snelling Ave- in addition 0 the <br />one at Hamline Ave for Ramsey County <br />· Visible and visual impact on a Gateway into the City of Arden Hills ' <br />· Extension of industrial property use along Hwy 96, further impacting existing <br />Arden Hills property and neighborhoods <br /> <br />Options <br /> <br />Council needs to consider the position of the city on this issue. This clearly is a different use . <br />than specified in the Vento Plan. Options to consider are: <br /> <br />· Do nothing and allow the Ramsey CountylNational Guard shared use to proceed <br />forward without comment <br />· Contact the MnARng and request a meeting with Co!. Lord, Gen. Andreotti, and <br />Ramsey County representatives to understand the need for the building and <br />operation to be along Hwy 96 <br />· Contact Rep. McCollum and ask her to set up a meeting with the MnARNG to <br />make our concerns known and ask for her assistance with the Guard. <br /> <br />Time is of the essence. Ramsey County wants to bring forward a plan to present at a <br />neighborhood meeting in January, with an application to appear before the Planning Commission <br />and Council in February. They would like to know ifthis is going to impact their plan and use. <br /> <br />. <br />
