ARDEN HILLS CITY COUNCIL WORK SESSION MINUTES
NOVEMBER 18, 2002

2

.

The Council discussed its ideas for lighting, trails, ground cover, plantings,
maintenance and other options for the intersections. They discussed options for
alerting the public to the process, noting the plan shall include broadcasting and
videotaping the meeting(s). The consensus was to direct staff to arrange Public
Meeting(s) in January, 2003.

2.B Rice Creek Corridor Master Park Plan

Ramsey County Park and Recreation Director Greg Mack discussed the Rice Creek
Corridor Master Plan Amendment, noting the changes are consistent with the
Arden Hills Comprehensive Plan. Mr. Mack presented a series of graphic
illustrations which depicted the land use, parks and trails, and connections to as
found in the staff report. He said there are some plans that could accomplish the
preservation of the wildlife corridor.

Director Parrish said the only real issue is the transportation route within TCAAP
property. He explained he had met with a number of transportation people from
MnDOT, Ramsey County and TCAAP to determine the priority of the north/south
connection with a possible mutual solution.

.

Councilmember Larson said he wanted to see transportation move back and forth,
but also to accommodate the preservation of the wildlife/watershed corridor. He
said he would support to help set this property aside, but not foreclose on some
future roadway.

Councilmember Grant said he was not in favor of running a road across a wildlife
corridor in order to maintain a north/south connection.

Mayor Probst said it would be shortsighted of the community if they did not keep
the north/south access.

Mayor Probst recessed the Work Session at 6:05p.m.

MOTION: Councilmember Grand made a motion, and Councilmember Rem
seconded to reconvene the Work Session at 700 p.rn.
(Motion Passed 5-0).

2.B Rice Creek Corridor Park Master Plan (resumed)

.
