<br />ARDEN HILLS CITY COUNCIL WORK SESSION MINUTES <br />NOVEMBER 18, 2002 <br /> <br />2 <br /> <br />. <br /> <br />The Council discussed its ideas for lighting, trails, ground cover, plantings, <br />maintenance and other options for the intersections. They discussed options for <br />alerting the public to the process, noting the plan shall include broadcasting and <br />videotaping the meeting(s). The consensus was to direct staff to arrange Public <br />Meeting(s) in January, 2003. <br /> <br />2.B Rice Creek Corridor Master Park Plan <br /> <br />Ramsey County Park and Recreation Director Greg Mack discussed the Rice Creek <br />Corridor Master Plan Amendment, noting the changes are consistent with the <br />Arden Hills Comprehensive Plan. Mr. Mack presented a series of graphic <br />illustrations which depicted the land use, parks and trails, and connections to as <br />found in the staff report. He said there are some plans that could accomplish the <br />preservation of the wildlife corridor. <br /> <br />Director Parrish said the only real issue is the transportation route within TCAAP <br />property. He explained he had met with a number of transportation people from <br />MnDOT, Ramsey County and TCAAP to determine the priority of the north/south <br />connection with a possible mutual solution. <br /> <br />. <br /> <br />Councilmember Larson said he wanted to see transportation move back and forth, <br />but also to accommodate the preservation of the wildlife/watershed corridor. He <br />said he would support to help set this property aside, but not foreclose on some <br />future roadway. <br /> <br />Councilmember Grant said he was not in favor of running a road across a wildlife <br />corridor in order to maintain a north/south connection. <br /> <br />Mayor Probst said it would be shortsighted of the community if they did not keep <br />the north/south access. <br /> <br />Mayor Probst recessed the Work Session at 6:05p.m. <br /> <br />MOTION: Councilmember Grand made a motion, and Councilmember Rem <br />seconded to reconvene the Work Session at 700 p.rn. <br />(Motion Passed 5-0). <br /> <br />2.B Rice Creek Corridor Park Master Plan (resumed) <br /> <br />. <br />
