<br />ARDEN HILLS CITY COUNCIL WORK SESSION MINUTES <br />NOVEMBER 18, 2002 <br /> <br />4 <br /> <br />. <br /> <br />Out Study, and urged the Council to bring forward at the next Council Meeting for <br />approval. <br /> <br />The Councilmembers discussed their separate ideas regarding the principles as <br />found in the Resolution, which included the consistency with the Comprehensive <br />Plan, mixed-use residential zoning with buffers, the idea that the Resolution is too <br />restrictive, non-support as drafted and support if language were changed from <br />"endorse" to "support". <br /> <br />The Council decided to table this issue to a subsequent Work Session. <br /> <br />2.E TCAAP Uudate <br /> <br />Director Parrish presented the TCAAP update to the Council along with a draft <br />letter to the General Services Administration (GSA) and the Department of Army <br />from the Arden Hills City Council requesting that the Army prepare a Finding of <br />suitability for Early Transfer, prepare and publish a public notice providing for a <br />comment period of not less that 30 days as required by statute and thereafter <br />request a deferral of the statutory covenant from the Governor. <br /> <br />. <br /> <br />The Council directed staff to present the amended letter to them at the November <br />25, 2002, consent. <br /> <br />3. Ouerations & Maintenance <br />None <br /> <br />4.B Minnesota Armv National Guard <br /> <br />Administrator Lynch explained that the Minnesota Army National Guard is <br />planning to construct a 92,000 sq. ft. Operations and Maintenance facility on its <br />licensed property in close proximity to the Ramsey County Public Works facility. <br /> <br />Mayor Probst said the suggested proposal is a noxious use of the property and <br />urged the City do everything it could to discourage this building relocation. <br /> <br />The Councilmembers agreed with the Mayor's recommendation. <br /> <br />. <br />
