<br />.' <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS PLANNING COMMISSION - NOVEMBER 6, 2002 <br /> <br />4 <br /> <br />Staff stated applicant was requesting review of a special use permit to accommodate a <br />drive-in bank at 1240 County Road E West. Staff recommended approval of the Special <br />Use Permit for a drive-in bank subject to conditions and recommendations as outlined in <br />their October 30, 2002 report. <br /> <br />Chair Sand stated recommendation number 1 was vague and requested in the future, <br />applicant's proposals be detailed in the recommendation. <br /> <br />Commissioner Zimmerman asked if the existing canopy was going to be extended out to <br />three lanes for the drive-through teller. Mr. Hellegers replied the new canopy would be a <br />different material, but the canopy was proposed to be three lanes. <br /> <br />Mr. Parrish noted the MSI Center had originally included this property as a part of their <br />facility, but now was being sold off because they did not need the lot. <br /> <br />Commissioner Zimmerman asked if MSI Center was going to be the owner. Mr. Parrish <br />replied Mr. Davidson would be the owner of the property with the bank being the tenant. <br /> <br />Commissioner Zimmerman asked if the County had been contacted regarding the curb- <br />cut. Mr. Hellegers replied the applicant had been directed to contact the County and the <br />applicant was waiting for the County's opinion. <br /> <br />Mr. Parrish noted an appropriate condition would be that applicant gain approval of <br />Ramsey County to get a curb-cut along County Road E. <br /> <br />Todd Mohagen, Mohagen Architects, stated MSI would be selling the property to Rob <br />Davidson and the bank would be the tenant ofMr. Davidson. He stated they believed the <br />access and egress to the site could be accommodated with the current proposed curb-cut. <br />He stated the curb-cut to County Road E was still being considering, but it was not a <br />necessity. He noted the traffic flow would be sufficient with the one curb-cut. <br /> <br />Commissioner Bezdicek asked how much traffic where they artticipating. Mr. Mohagen <br />replied they felt what they were proposing was sufficient to handle the traffic. <br /> <br />Chair Sand asked what was the new and existing landscaping. Mr. Mohagen noted the <br />trees labeled 1 were the existing trees. He indicated the trees marked as number 2 were <br />being removed, and the trees labeled number 3 were being added. <br /> <br />Chair Sand asked what trees type was being removed. Mr. Mohagen replied they were <br />elms. <br /> <br />Chair Sand asked if there were any evergreens being removed. Mr. Mohagen replied <br />there was one evergreen proposed to be removed, but only if they went with the curb-cut <br />along County Road E. <br /> <br />There was no one present for or against the Special Use Permit request. <br /> <br />Chair Sand closed the public hearing at 8 :07 p.m. <br />
