Staff had the regularly scheduled Development Team meeting on Tuesday November 26th, <br />2002. An agenda and minutes for the meeting are attached for your review. In addition, <br />minutes for the November 12, 2002 Development Team meeting are also attached for your <br />review. The next meeting is scheduled for Tuesday December 10th, 2002. <br /> <br />· The Advisory Panel had its kick off meeting on Tuesday November 19, 2002. The meeting <br />provided the panel information about the site and planning process. Slides from the meeting <br />were previously provided to the Conncil. These are on the website as well. In addition, DSU <br />is working with the Army to provide tOurs of TCAAP for the Panel members. It was <br />originally hoped that one could be conducted on a Saturday. However, this did not work for <br />TCAAP staff. Other options are being evaluated, but we are still aiming to provide tours this <br />month prior to significant snow accumulation. <br /> <br />. Staff has worked with the Development Team to amend the project budget outlined in the <br />interim development agreement. The printing and distribution of the newsletter was not <br />previously contemplated in the budget. The budget has been amended to include an <br />additional $8,000 allowing for the distribution of six 'TCAAP Updates" over the course of <br />the interim agreement. The document has been sent to the printer and should be distributed <br />next week. <br /> <br />· Staff has been working with Ramsey County regarding their proposed park master plan <br />amendment (wildlife corridor). At this point, staff feels that we have established a mutually <br />acceptable agreement in principle with the County regarding the proposed amendment. The <br />County is willing to allow a road to cross Rice Creek around the County Road H <br />interchanges (it is currently crossed in this area). This would address the need for <br />north/south connectivity throughout the site. In addition, this is the proposed connection that <br />the County Public Works Director and MNDOT felt most comfortable with during a <br />brainstorming session held earlier in November. If access via this route proved to be <br />
